Thanks for your response. I have been looking into the Microsoft documentation and this still states that this is the correct location for team backgrounds.

Have you tried to create the folder manually like explained in this article?

I did notice that the link to the moving image results in a .gif file of 60MB which doesn't seem to work anymore.

I will update the file so it will result in a smaller file size

Files with a file size up to 5MB seems to work fine on my Windows machine.

Let me know if this works.
